Definition
In Italy, article 57 of the Testo unico delle leggi di pubblica sicurezza (TULPS, Royal Decree 773 of 1931) forbids, without a licence from the local public security authority, launching rockets or lighting fireworks in an inhabited place, in its vicinity or along a public road. It is the Italian counterpart of the French declaration, but as an authorisation regime: the application (istanza) is filed with the Questura or, depending on the municipality, with the mayor, generally several weeks in advance, with the site plan, the list of fireworks, the insurance policy and the pyrotechnician's fochino licence (article 101 of the implementing regulation). For large events the Commissione di vigilanza sui locali di pubblico spettacolo carries out an on-site inspection. Categories F1 to F4, T and P are those of Directive 2013/29/EU transposed by Legislative Decree 123/2015.
