NEC thresholds in Spain (ITC 8)

Definition

In Spain, the Reglamento de artículos pirotécnicos y cartuchería (Royal Decree 989/2015) and its complementary technical instruction ITC 8 organise fireworks displays in tiers of net explosive content (NEC), whereas France knows a single 35 kg threshold. Below 10 kg NEC, the display is not subject to a quantity-related authorisation; between 10 and 50 kg, a prior notification is sent to the Delegación or Subdelegación del Gobierno and to the municipality; from 50 kg, an authorisation is required, and above 100 kg the file must include a fuller safety and emergency plan. The exact lead times and documents of each tier are set by ITC 8 and may be supplemented by the autonomous communities. Displays are carried out by registered expert companies, with staff holding the experto or aprendiz card.

In practice, for the display company

For a French pyrotechnician called across the Pyrenees, or a Spanish colleague, the firing plan's total NEC decides the tier and therefore the lead time. PyroDesk computes that total, shows the matching ITC 8 tier when the venue is in Spain and lists the steps and the competent authority in place of the CERFA.
