Definition
Under Directive 2013/29/EU, category F1 covers fireworks that present a very low hazard and negligible noise level and are intended for use in confined areas, including inside domestic buildings: cake fountains, party poppers, small sparklers, snakes, pyrotechnic confetti. Standard EN 15947 imposes a 1 m safety distance and caps their net explosive content and noise. In France, decree 2010-580 sets the minimum age for purchase and use at 12; sale is unrestricted and requires no declaration. F1 articles are almost never part of a professional display, except for an occasional table or stage effect, where T1 articles are usually preferred.
In practice, for the display company
