Definition
A municipal order is the act by which the mayor exercises their policing powers (article L2212-2 of the General Code of Local Authorities) to ensure public safety and peace within the municipality. For fireworks it comes into play in two ways. As organiser or authority for the venue, the mayor issues an order for the display itself: road closures, parking ban, area closed to the public, hours, use of public land. As policing authority, the mayor may ban or restrict the use of fireworks by private individuals on public ground, especially around 14 July and New Year. The mayor also receives CERFA 14098 alongside the prefecture, and a reasoned objection is enough to stop the display. Many municipalities also issue noise orders that constrain the firing time.
