Definition
The safety perimeter is the physical boundary, marked out on site, inside which only the pyrotechnicians and expressly authorised persons may be present during set-up, firing and tear-down. It encloses the firing site and the fallout zone, sized by each product's safety distance. In France it is defined by the display supervisor, but keeping it clear is the organiser's job: barriers, tape, stewards or gendarmes depending on the size of the event. CERFA form 14098 asks for a plan showing the perimeter, and the town hall usually issues an order banning traffic and parking inside it. On water, the perimeter takes the form of an order from the maritime prefecture or the body managing the lake or river.
In practice, for the display company
The perimeter is negotiated with the town from the quote stage: who supplies the barriers, who mans them, when the zone closes.
