Fireworks display regulations in United States
Three layers to satisfy: the federal ATF licence or permit for 1.3G display fireworks, NFPA 1123 and 1126 as adopted by the authority having jurisdiction (AHJ), and the display permit issued by the state, county or city.
In the United States, display pyrotechnics falls first under the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), which enforces Title 27 of the Code of Federal Regulations, Part 555 "Commerce in Explosives". Anyone engaging in the business of importing, manufacturing, dealing in, receiving or transporting display fireworks must first obtain a federal explosives licence or permit. That federal layer never replaces the display permit: it sits on top of it.
